Permittee Responsible Mitigation (PRM) is a regulatory approach where the permit holder (the permittee) takes direct responsibility for offsetting environmental impacts caused by their development or construction activities. Instead of purchasing credits from a third-party mitigation bank, the permittee designs, implements, and manages their own mitigation project to compensate for unavoidable impacts to wetlands, streams, or other natural resources.

PRM requires a detailed, site-specific mitigation plan that meets strict environmental standards and regulatory requirements. This includes restoring, enhancing, creating, or preserving natural habitats to ensure no net loss of ecological functions and values. Through careful planning and long-term management, PRM allows permittees to address their project’s environmental footprint in a way that aligns closely with the specific conditions and impacts of their site.

JMB Ecological Offsets has extensive experience guiding clients through the PRM process, including successful projects in Texas where we developed and managed site-specific mitigation plans that satisfied complex regulatory standards. Our expertise ensures that PRM projects not only comply with permitting agencies but also deliver meaningful, measurable ecological benefits.

By partnering with JMB Ecological Offsets for PRM, permittees gain access to proven mitigation strategies backed by ecological science and regulatory knowledge—helping them achieve compliance while supporting sustainable land stewardship.
