Permittee Responsible Mitigation (PRM) is a regulatory approach where the permit holder (the permittee) takes direct responsibility for offsetting environmental impacts caused by their development or construction activities. Instead of purchasing credits from a third-party mitigation bank, the permittee designs, implements, and manages their own mitigation project to compensate for unavoidable impacts to wetlands, streams, or other natural resources.
